Dear Senator Cullerton,
As a member of the American Academy of Dermatology Association, I am writing to urge your support of SB 1329, which seeks to further regulate the indoor tanning industry in our state.
As a dermatologist, I dedicate my life to promoting habits in my patients that ensure healthy skin, including educating the public about environmental factors that can lead to skin damage and skin cancer. I am extremely concerned with the growing patronage of indoor tanning facilities by adolescents, and applaud the Washington House of Representatives for taking the necessary steps to regulate this industry.
As you may know, ultraviolet (UV) radiation has been classified as a known human carcinogen by the US Department of Health and Human Services (DHHS), and is recognized as "carcinogenic to humans" by the International Agency for Research on Cancer in the same category as tobacco and tobacco smoking.
SB 1329 will improve the health of Illinois' residents, especially adolescents, by prohibiting the use of a tanning device by minors under the age of 18.
Indoor tanning with UV radiation lamps has been linked to melanoma, squamous cell carcinoma, and other acute damage to the eyes and skin. Commercial indoor tanning facilities are prevalent in the United States, with an average of 42 tanning salons per major US city, and approximately 28 percent of 17 year olds report using indoor tanning devices.
I have personally seen 3 girls under the age of 20 who have had malignant melanoma over the past 3 years and needed extensive surgery. All of these girls had a history of tanning both indoors and outdoors. This pales next to the hundreds of teenagers that I have seen in the past 5 years with pre-cancerous moles.
Protecting the public, especially adolescents, and requiring appropriate oversight of the indoor tanning industry is crucial to promoting public health and reducing overall health care costs.
I urge you and your colleagues to enact SB 1329. Thank you in advance for your support of this critical public health issue.
